Migrant Protection and the City in the Americas

This book aims to establish a dialogue around the various “urban sanctuary” policies and other formal or informal practices of hospitality toward migrants that have emerged or been strengthened in cities in the Americas in the last decade. The authors articulate local governance initiatives in migrant protection with a larger range of social and political actors and places them within a broader context of migrations in the Western Hemisphere (including case studies of Toronto, New York, Austin, Mexico City, and Lima, among others). The book analyzes in particular the limits of local efforts to protect migrants and to identify the latitude of action at the disposal of local actors. It examines the efforts of municipal governments and also considers the role taken by cities from a larger perspective, including the actions of immigrant rights associations, churches, NGOs, and other actors in protecting vulnerable migrants.

Arguing that, while preventing disaster through public oversight is essentially easy, the difficult part for public officials and private contractors and consultants alike is to resist incentives that threaten professional skills and standards. Rather than stressing well-known pathologies of bureaucracy as a potential source of disaster, this book argues, learning for the sake of prevention should aim at neutralizing threats to integrity and strengthening a sense of responsibility among public officials.

This book examines the use and potential impact of deepfakes, a type of synthetic computer-generated media, primarily images and videos, capable of both creating artificial representations of non-existent individuals and showing actual individuals doing things they did not do. Utilising institutional analysis as a qualitative methodological approach, this book improves our understanding of the process of built environment production, as well as the role of developers and state in the development process.The book demonstrates that the development decision-making cannot be solely understood as the result of economic rationality, as it occurs within institutional contexts structured by dynamic needs and concerns of actors. Nepal Between China and India

Nepal has a non-neutral history. As an imperial and expansionist power in the Himalayas from the days of its unification in 1769 AD to the Anglo-Nepal war of 1815, Nepal never remained neutral. Also, during the period of Colonialism in South Asia, and particularly after losing the war with the British in 1816, Nepal never exercised the policy of neutrality. Rather, Nepal was raiding Tibet; assisting British India in Sepoy Mutiny; and stood by Britain in the two world wars. Besides, Nepal militarily backed independent India in 1948 over Hyderabad question. But why Nepal suddenly had to take a refuge in neutrality after the political change of 1950? Was it because of Nepal’s internal politics, or an attempt to cope with new arrangements in regional security? Nepal’s fascination with neutrality was so swifter and inadvertent that Kathmandu, hitherto, has never initiated any policy debates over the all-weather choice. Power elites in Nepal still misperceive neutrality as non-alignment. The aim of the book, however, is not only limited to distinguishing neutrality with non-alignment in the Nepali context but weighs Nepal’s claim to neutrality through the Indian and Chinese perceptions to underline the presence of ambiguity and uncertainty in Nepal’s claim to neutrality. Illustrating Nepal’s attempt to neutrality as a mere survival strategy, this study is less hopeful about Nepal’s foreign policy institutions abandoning their Cold War worldview by embracing the strategy of sustenance in today’s interdependent and globalized world. Political Opposition in Authoritarianism

How might political opposition shape regime outcomes over time in an authoritarian system? Most studies on political opposition in authoritarian contexts tend to focus on the agency of the regime over and above that of the political opposition. Using Albert Hirschman’s framework of exit, voice and loyalty, this book examines the case of Kazakhstani opposition agency over 30 years to explore the extent to which political opposition in Kazakhstan has shaped the dynamics of authoritarian regime development in the country. What the analysis reveals is that in Kazakhstan the regime has tended to treat formal institutional political opposition as neither a credible nor non-credible threat. Consequently, the Kazakhstani regime has always responded to opposition exit and voice with sanctions and institutional adaption which strengthened the regime in the short to medium term, but left them exposed to spontaneous, grassroots non-institutional opposition in the longer term. This spontaneous grassroots opposition emerged in Kazakhstan as a series of ‘shocks’ crystalised in the 2011 events in Zhanaozen, the 2016 land protests, the 2019 election protests and the events of ‘qandy qantar’ (bloody January) in 2022. What this book illustrates is how authoritarian regimes which treat opposition threats ambiguously are likely to end up in a continuous state of instability because the feedback provided by opposition agency disappears leaving the regime susceptible to spontaneous opposition.

This open access book presents an actor-centered study on Europeanization, based on the assumption that EU-driven reforms are highly dependent on the behavior and interests of the key domestic actors. Whether or not a state pursues a European and democratic agenda depends on domestic lawmakers. Further, political elites are pre-eminent in deciding on the nature, form and content of any law, and on the extent to which the rule of law is actually enforced. Elites can overcome structural or institutional barriers that stand in the way of achieving their goals. The empirical study on Romania presented here lends this observation a more profound meaning: it shows how, in contexts where high level corruption is the norm rather than the exception, self-serving political elites cannot be expected to genuinely commit to adopting sound anti-corruption reform. The book is an inquiry into the motivations that drive legislators to make particular decisions, but also into the structural characteristics and dynamics of the elite that invite a selfish rather than responsible and responsive behaviour.

However, the COVID-19 pandemic of 2020 has brought about a sudden reversal of these trends and a renewed deterioration in the economic outlook, and an increase in social hardships that heralds a repeat of past failures in economic inclusion policies. This book identifies the key challenges in the areas of economic inclusion, focusing on thethemes of labour markets, vocational education and skills, female entrepreneurship and the integration of migrants. This book is the first study of multilateral LGBT human rights diplomacy viewed from the perspective of its practitioners: diplomats, LGBT activists, human rights experts and multilateral specialists. It demonstrates how diplomats and advocates work to promote LGBT rights on the world stage, often using Western constructs of sexual and gender identity. In turn, these efforts have triggered conflict and polarization: opposing states often deploy cultural, religious and moral discourses to minimize LGBT rights as a “legitimate” human right. The author, a seasoned Canadian foreign service officer, human rights negotiator and former community activist and researcher, uses insider perspectives to critically assess both bilateral and multilateral diplomatic engagement on LGBT human rights issues. Janoff’s research involved participation in UN meetings in Geneva and New York and 29 interviews with diplomats, human rights advocates and experts, and representatives from the UN and other inter-governmental organizations. Although LGBT issues have been mainstreamed into many areas of bilateral and multilateral human rights policy, his research found a considerable gap: a coordinated diplomatic and civil society approach is needed to more effectively address ongoing human rights violations against LGBT people around the world.

The Prime Minister-Media Nexus

This book offers a systematic inquiry into how, why, and with what consequences media affects governments and the standing of prime ministers. It aims at an understanding of how media has caused institutional effects in government, as well as at advancing a unified theory of government communication. The author develops a logic of centralization and applies it to one case, Sweden. Government communication has been institutionalized, tightened and centralized with the prime minister and has changed irreversibly. Analysis of how the government communication system has evolved, mainly in its institutional structures, suggests that the shift to centralization arose more out of necessity than choice. For prime ministers most of this is about finding ways to ensure that the entire government respond to media uniformly. As governments face a set of functional demands from media, different kinds of media, uniformity has been a paramount objective. Nevertheless, thisdevelopment involves shifting dynamics of intra-executive relations and a shift of power away from ministries to the prime minister’s office; the apex of political power. The prime minister has been empowered at the expense of ministers through the concentration of power and resources to the executive centre. That is partly because of media, which reinforces political hierarchies. That and the centralized control of government news in turn raises further questions about democratic governance and the nature of modern-day governing.

White-Collar Crime and the Public Sector

Procurement is a critical government activity, yet very little scholarly attention is devoted to procurement fraud in public policy, public management, or public financial management research. While many publications focus on the stages of the procurement process and appropriate protocols to follow for successful procurements, the opportunities for exploitation of the process have not been as widely studied. Procurement fraud is similarly understudied in the white-collar crime literature, where attention has primarily been placed on corporate crime or political corruption. This book extends criminal justice and white-collar crime scholarship by using these literatures to frame public procurement fraud. Additionally, organizational behavior approaches are applied to public procurement fraud to explain possible motivations for this type of occupational crime. This book takes an interdisciplinary approach to provide insights into the characteristics of individuals who abuse the procurement process for personal gain, and it offers some strategies for detecting and preventing further abuse. Original research is also presented and compares the offender-based and offense-based characteristics of the perpetrators of public procurement fraud with those of street and white-collar criminals. The intention of this book is to elevate the issue of public procurement fraud and to align it with criminal justice and white-collar crime scholarship.

This book explores the triangular dynamics of securitisation and desecuritisation that underpin the EU’s approach to trafficking in women for sexual exploitation. That is, the progressive securitisation of trafficking in women for sexual exploitation within the EU’s anti-trafficking policies and the existence of two distinct and competing approaches that coexist among feminist struggles against such trend and that largely follow the two opposing views that structure feminist debates on prostitution: a neo-abolitionist approach, on the one hand, that is increasingly defended from within EU institutions, and has therefore become increasingly entangled with the securitisation of trafficking in women; and a sex work approach, on the other hand, that has been largely relegated to the domains of academia and civil society. As such, this book addresses the intersection of security and feminist neo-abolitionism within the EU’s anti-trafficking policies, as well as the de-securitising potentialof the anti-trafficking advocacy of both neo-abolitionist and sex worker organisations operating at EU level. This book is unique in that it unprecedentedly brings together three bodies of literature that rarely interact: Critical Security Studies, EU Gender Studies and the feminist literature on prostitution and trafficking in women and demonstrates their fruitful interaction in an extensive empirical analysis of the EU’s internal security, violence against women and anti-trafficking policies.

Power of Bonding and Non-Western Soft Power Strategy in Iran

This book comparatively assesses the China and India’s soft power strategy in Iran. By employing Joseph S. Nye’s “Soft Power” theory and forming the new concept of “Power of Bonding”, this book formulated China and India’s soft power narratives and applied it through the empirical analysis in Iran. Based on this theory, this book seeks explanations for the question of How China and India respectively, strategically and comparatively use the soft power strategy in Iran?”. To reach the find-out, this book compares the understanding, resources, strategies, influences and uses of China and India’s soft power in Iran under three thematic areas, including “power of bonding through cultural attractions, and attributions”; “political and diplomatic engagement” and “economic partnerships”. By analysing China and India’s soft power strategy in Iran, this book seeks to contribute to the soft power literature through a theoretical replication based on non-Western soft power strategy, the concept and its empirical application in China and India.

Mobilization Constraints and Military Privatization

This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.

The book offers a historical survey of the development of Finland’s cultural diplomacy as part of the Finnish state’s foreign activities. In its empirical parts, it focuses on archives drawn from the Finnish Ministry of Foreign Affairs and the Ministry of Education in order to explain Finland’s cultural diplomacy as the result of the country’s foreign policy orientations, interactions between domestic and foreign policy, and the expansion of state activities in the artistic, educational, and cultural sectors. Various reflections and reports on foreign cultural relations highlight the role of identity concerns, cultural relations, geopolitics and economic imperatives in the development of a specifically Finnish cultural diplomacy. Furthermore, the book focuses on specific aspects and events, considering for instance the organization and evolutions of Finland’s cultural relations with the USSR, the role of cultural treaties, academic exchanges and scientific cooperation, “cultural exports” and the marketization of culture, overlaps between cultural relations and high politics.

The 2020-22 COVID-19 pandemic reinforced inequalities between the global North and South, amplifying pre-existing disparities between migrant and citizen/permanent resident workers in receiving and sending states worldwide. In contexts such as Canada, it also underscored that many workers in occupations and sectors deemed “essential” enough to be exempt from stay-at-home orders and other public safety measures are migrants, a sizeable number of whom sustain Canada’s food supply through their work in its agricultural industry.

This book explores the dynamics behind the pandemic’s deleterious outcomes for this vital group of workers, highlighting migrant farmworkers importance to the Canadian economy, society, and the world of work alongside the conditions they endured before and during the global health pandemic through policy and media analysis and open-ended interviews with workers enrolled in two streams of Canada’s Temporary Foreign Worker Program (TFWP) as well as migrants without legal status employed in agriculture located in Ontario and Quebec. Advancing the notion of transnational employment strain, the authors derive insight from the employment strain model, a framework for understanding risks to the physical and psychological well-being of workers, and expand it to account for migrants’ relationships across transnational space.

The Geography of Trade Liberalization

This book answers why anti-trade forces in developing countries sometimes fail to effectively exert pressure on their governments. The backlash against globalization spread across several Latin American countries in the 2000s, yet a few countries such as Peru doubled down on their bets on free trade by signing bilateral agreements with the US and the EU. This study uses evidence from three Latin American countries (Peru, Argentina, and Bolivia) to suggest that geography can play a significant role in shaping trade preferences and undermining the formation and clout of distributional coalitions that seek protectionism. Because trade liberalization can have uneven distributional impacts along regional lines, trade liberalization losers can find themselves in unfavorable conditions to associate and engage in collective action. Under these circumstances, few coalitions emerge to battle for protection in the policy arena, and when they do, geographic distance from decision-makers in the capital city can be a significant barrier to realizing their interests. As a result, even where a majority of the population living in regions that have not benefitted from trade elect a leftist president, trade reform reversal will not occur unless protectionist interests are close to the capital city. The contrast between Peru, on one side, and Argentina and Bolivia, on the other, highlights the powerful influence geography can have on reversing trade policy or preserving the status quo.

This book analyzes Russian and Chinese revisionism in the face of US and Western post-Cold War liberal international order building and asks why both powers have turned revisionist in the late 2000s. The study develops a neoclassical realist model of international order building and contestation and posits to view revisionism as a strategic choice. States go revisionist if the status quo international order threatens their vital security needs (broadly defined not only as territorial security, but also political, economic, normative and ontological) and if they have the means to challenge the undesirable status quo. Russia and China were both unhappy with the post-Cold War international order of American designs, but had to opt for accommodation in the 1990s and early 2000s (“strategic accommodation” in the Chinese case, “resentful accommodation” in the Russian case), before revisionism became even more of a necessity and a real policy option from the late 2000s onward (“constructive revisionism” in the Chinese case, “destructive revisionism” in the Russian case). The author calls for a policy of neo-containment to counter Moscow’s and Beijing’s efforts to game and erode the international order.

This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens andinstitutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO’s structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

This monograph discusses the role of political parties in Paraguay’s legislature. Using Paraguay as a case study, the author analyzes the phenomenon of legislative chaos. While chaos has been expected to exist in legislatures since at least 1785 (Arrow 1951; Condorcet 1785), this phenomenon has not been observable in real-world legislatures for much of history (Tullock 1967; Tullock and Brennan 1981). By showing that chaos exists in Paraguay, and by then proposing a way to incorporate chaos into existing legislative theories, this volume creates a model that is more generalizable to different legislative contexts than what currently exists. Providing a robust theoretical contribution to the study of both legislative politics and Paraguay’s political system, this book will appeal to researchers and students studying legislative behavior and Latin American politics.

Critical Security Studies in the Digital Age

This book demonstrates that the disciplinary boundaries present within international relations approaches to security studies are redundant when examining social media, and inter- and multi-disciplinary analysis is key. A key result of the analysis undertaken is that when examining the social media sphere security scholars need to “expect the unexpected”. This is because social media enables users to subvert, contest and create security narratives with symbols and idioms of their choice which can take into account “traditional” security themes, but also unexpected and under explored themes such as narratives from the local context of the users’ towns and cities, and the symbolism of football clubs. The book also explores the complex topography of social media when considering constructions of security. The highly dynamic topography of social media is neither elite dominated and hierarchical as the Copenhagen School conceptualises security speak. However, neither is it completely flat and egalitarian as suggested by the vernacular security studies’ non-elite approach. Rather, social media’s topography is shifting and dynamic, with individuals gaining influence in security debates in unpredictable ways. In examining social media this book engages with the emancipatory burden of critical security studies. This book argues that it remains unfulfilled on social media and rather presents a “thin” notion of discursive emancipation where social media does provide the ability for previously excluded voices to participate in security debates, even if this does not result in their direct emancipation from power hierarchies and structures offline.

Great powers have often found that military adventurism to force their will in distant lands comes with the risk of spending excessive military, economic, and moral capital to the extent that war is no longer sustainable. Written by a former BBC Afghanistan correspondent who set up the corporation’s bureau in Kabul in the early 1990s, this book draws both from scholarly knowledge as well as first-hand insights on how the Americans met that fate in Vietnam, and the Soviets and Americans in Afghanistan. America’s 1975 retreat from Vietnam was a consequential event, prompting US commentators to explain it as reluctance to get involved in foreign wars, a mindset described as the Vietnam Syndrome. 
As Deepak Tripathi points out, the Vietnam experience made the Americans determined to give the Soviets their own Vietnam. The 1979 Soviet invasion of Afghanistan, and retreat after a decade of occupation, represented the revenge America sought. However, President George W. Bush’s decision to invade Afghanistan after the 9/11 attacks was the beginning of a long military venture that ended in retreat in 2021. Addressing an academic as well as a general audience, Tripathi explores parallels between wars in Afghanistan and Vietnam, and shows how the United States and the Soviet Union met the same fate.

Dando asks to what extent there has been a significant strengthening to the CBW non-proliferation regime in the immediate aftermath of the COVID-19 pandemic using an analysis focused on two proposals to strengthen the Chemical Weapons Convention and the Biological and Toxin Weapons Convention which aim to constrain advances in science and technology developments that could be misused. On this basis he concludes that it would be hard to argue that to date there has been a significant strengthening of the CBW regime.

It starts from the premise that the present conjuncture, marked by capitalist crisis and a fracturing international order, urgently calls for critical perspectives capable of clarifying the state of global affairs and the emancipatory struggles within it. Critical Theory in International Relations should be well placed to provide answers to this demand, yet it finds itself today in a state of decline. Its prevailing form – that of a universalist cosmopolitan project – reflects a narrow Eurocentric perspective and the concerns of a time now past, while the Frankfurt School tradition as a whole struggles to develop new modes of analysis and new political imaginaries that are appropriate to the current historical situation. The book diagnosesthis situation of intellectual and political crisis and seeks to trace a way out. It does so by providing a comprehensive account of the development of Critical Theory in International Relations and the ways in which it has applied Frankfurt School thought to the study of international politics. It then makes a provocative case as to the exhaustion of the cosmopolitan and Habermasian paradigm of critique that has guided Frankfurt School research on international politics for the past thirty years. This book offers a defense acquisition perspective that provides action orientations and decision making to increase the value-for-money (VFM) of public-private partnerships (PPPs) through public-private stewardship (PPS). The differing motives of the public and the private sector are not conducive to partnership that leads to optimal outcomes. PPS practices can further ensue as the public-private steward utilizes tools of expertise and organizational capacity. The book provides seven portraits of practitioners in the practice of PPS to assist PPP stakeholders achieve VFM. This volume examines the origins, ideology, organisation, leadership, political alliances, electoral performance and institutional role of the right-wing party Brothers of Italy (Fratelli d’Italia, Fdl). FdI’s meteoric rise is only the latest in a series of shocks that have hit Italy’s unstable political system in recent years. However, it would be a mistake to brand FdI as yet another Italian anomaly. Indeed, the party stands at the crossroads between an established political tradition, that of the post-fascist and conservative right, and the more recent populist waves that have affected many mature democracies. By placing Giorgia Meloni’s party in a comparative analytical framework, the author shows that its success stems from a mix of past legacies and current developments seen in much of Europe (and beyond): the growing role of right-wing female leaders and their reliance on new media; the mainstreaming of the far right mixed with populist repertoires; the de-alignment and (partial) re-alignment of voters; the reconfiguration of electoral geographies; and ultimately the emergence of an illiberal model of democracy. In short, rather than being an exception, FdI can be seen as one of the most recent and advanced manifestations of a broader process of political change sweeping the West.

This book explores the leadership of state and federal environmental agencies and local environmental groups in restoring the degraded rivers that flow into North America’s Great Lakes and other sites in the northeastern industrial corridor of the US. Robinson examines twenty of the forty-eight sites included in the Areas of Concern Program of the Great Lakes Water Quality Agreement between Canada and the US. These twenty include heavily urbanized locales such as those along the River Rouge and Detroit River, but also more pristine locales such as the St. Louis River that flows through Duluth. Additionally, Robinson examines challenging river restorations within the northeastern industrial corridor which are led by effective local environmental advocacy organizations: the Penobscot Nation of Indigenous People, the Mystic River Watershed Association, and the Housatonic River Valley Association. All of these river restorations are led and managed by the environmental experts of (i) state and federal agencies, (ii) academia, and (iii) environmental NGOs. Local restorations of industrially degraded water bodies now compose a significant segment of the environmental movement and, ultimately, Robinson demonstrates that local environmental advocacy organizations can help marshal state and local funding for those efforts.

This book shows that identity studies in the discipline of International Relations (IR) generally cohere around two discrete understandings of being, substantialism and correlationism, and that their analytical, theoretical, and epistemological orientations are split along those lines. This binary opposition makes it difficult for identity scholarship to meet the internal validity standard of coherence while unnecessarily narrowing the theoretical lenses of constructivism in IR. The author argues that the best way to step outside that binary is to re-ground identity in ontology of immanence. The book shows that immanent ontological thinking enables us to have a pluralist epistemology and methodology for the study of identity, including both positivist and interpretivist orientations, without yielding a logically inconsistent alignment.

Historical Sociology of State Formation in the Horn of Africa

This book analyses the historical sociology of state formation in the Horn of Africa. It examines the genesis, trajectories, processes, routes and consequences of the evolution of state formation. Three analytical and explanatory models explain the process of state formation in the HOA: proto-state, colonial and national liberation. The models, heuristically and innovatively, provide understanding, interpretation and analysis of state formation. While the proto-state model explicates an indigenous historical process of state formation, the colonial model refers to an externally designed and imposed process of state formation. The national liberation model concern state formation conducted under liberation movement and ideology. The distinct significance of these models is that collectively they generate sufficient analysis of state formation. They are also unique in that they have never been employed as aggregate analytical and explicative instruments to address the predicament of state formation in the Horn of Africa.

The Political Economy of Green Bonds in South Africa

Funding low-carbon transitions to address climate change is one of the major challenges of our time. Green bonds have emerged as a powerful tool to enlist institutional investors’ wealth for these transitions. But despite exponential growth in many parts of the world, the green bond market in South Africa has been stalling. This book project grapples with this puzzle. Firstly, it debunks some of the promises underpinning green bond markets and traces the manifold practices undergirding its promotion. Secondly, it identifies some barriers prohibiting the expansion of green bonds in emerging markets and zooms in on the depoliticizing tendencies a transition premised on financial innovation produces. Thirdly, this work discloses the idiosyncratic political economic challenges of a fossil-based economy in transition and shines a light on the competing elements of a ‘green’ and a ‘just’ transition. It argues that the limited uptake of green bonds can best be explained by the instrument’s inability to adequately incorporate the various demands levied on South Africa’s contested transition trajectory. In so doing, this book contributes important new qualitative insights into green bond markets-in-the-making and extends political economic scholarship on finance-led transition endeavors in emerging markets.

Cyberdemocracy

This book is explicitly modernist at a time when many scholars have either forgotten the emancipatory promise of the Enlightenment or railed against it in the name of postmodernism. The book, broadly, adopts a hybrid epistemology that utilises the critical insights of Geisteswissenschaften Tradition (Weberian ‘Ideal-Type Analysis’) and the Habermas (1988) notions of the ‘public sphere’ and deliberative/dialogic democracy (‘ideal speech’) to advance a general proposition of democratic renewal by way of cyberdemocracy. Curiously, as democracy spreads across the world in the age of globalisation, it has also been accompanied by increased discontent with democratic systems. To that end, this book is not overly concerned with saving democracy beyond the liberal representative model, rather the focus is on how modern representative democracy has failed and how cyberdemocracy might function as a more effective model that truly represents the people by broadening participation and reflexivedeliberation.

The Political Economy of Global Responses to COVID-19

This book seeks to identify the reasons why some countries were more efficient and effective than others in responding to the COVID 19 pandemic, and why the global community failed to coalesce. What are the political determinants of the different state responses to the pandemic? Why was scientific advice rejected or ignored in many countries? What has been the role, respectively, of neoliberalism, populism, and authoritarianism in the making of Covid-19 policy? What role have each of these factors played in the uneven and clearly inadequate global response to the pandemic?

In an effort to understand why some states failed to handle the pandemic properly, some of the literature suggests that populism is at the root of the current failure of international co-operation. The global financial crisis of 2008-10 triggered significant cooperation within the G-20, led by the combined efforts of the United States and China. These forms of cooperation have clearly disappeared in the context of the pandemic, not only with respect to economic policy but also in public health and management. The authors of this volume link the different state responses to the pandemic-- from its inception to the start of the vaccination campaign, and to the political regimes prevailing in each. In particular, the present volume focuses on a distinction between the responses of neo-liberal regimes, populist regimes and authoritarian ones.

The Global Politics of Local Conservation

This book examines the politics of community-based natural resource management (CBNRM) in Namibia. CBNRM and similar forms of conservation across southern Africa have long been studied for their potential benefits as domestic policy tools to help improve sustainable development. However, they have often failed to achieve their stated goals. By assessing the initiation, design, implementation and outcomes of CBNRM, the book argues that communities are often unable to attain the degree of empowerment that these forms of resource governance promise. It also considers the impact of climate change on CBNRM programmes, and the responses of international actors involved in their governance. In doing so, the book demonstrates how the power imbalances that are built into the global political economy have ensured that those most marginalized in society are no better off as a result of this new form of resource governance. It will appeal to all those interested in CBNRM,conservation studies and environmental governance in Africa, as well political economy and international relations.
