Populist Rhetorics
This book proposes a unified approach to populism that sees it as a primarily rhetorical concept. Populism is on the rise worldwide with both populist leaders and movements gaining power, and the term “populism” resounds in political debate, journalism, and scholarship. Populism as a phenomenon seems to instantiate perennial issues besetting rhetoric (e.g., the charges of manipulation, exclusive reliance on opinion over knowledge, and abuse of emotional appeals), yet relatively little research on populism has emerged from the discipline of rhetoric. This volume investigates the theory and practice of populism under the heading of rhetoric but as an interdisciplinary effort involving scholars in rhetoric as well as neighbouring disciplines such as political science and sociology. Seven case studies covering Germany, Greece, Hungary, Italy, UK, USA, and Venezuela offer conceptual discussions as well as close analyses applying both historical and theoretical approaches. In the introduction, the editors outline the problem of populism and their project, presenting the book’s wide-spanning case-based explorations. In an afterword they seek to distil a “minimal” rhetorical definition of populism. The claim or pretense to speak for “the people” emerges as the feature that connects the highly diverse instances studied in the book—and populisms in general, the editors hypothesize. They argue that this prevalent rhetorical move, often glossed over as unremarkable and banal, is in principle more debatable and deserving of more vigilant scrutiny than usually assumed.

The Republic, Secularism and Security
The book argues that while this motto of the French Revolution is still symbolically and politically important, its practical significance as it has been translated to policy implementation has been eroded. It shows how the emergence of the new trinity at the expense of the old one is evident when analyzing the debates concerning cultural policies in France in the face of the Islamic garb, the burqa, and the niqab, which are perceived as a challenge to France’s national secular raison d'être. Constituency Communication in Changing Times
This volume employs a comparative approach to cast light on representation and representative processes from a communications perspective. It focuses on online constituency communication, aiming to provide a perspective from which to empirically study the changes taking place in the relationship between citizens and their representatives. The (hyper)mediatisation of politics and society is here considered a relevant enabling factor, because it creates the conditions leading to change in the nature of democratic processes. Populist and nationalist forces have emerged as bottom-up and top-down entities aiming to embody the will of the people, or to push for democratic processes to be more inclusive. Until now, however, the intersection between populist and nationalist discourses and the related question of representation have been largely ignored. By analysingthe transformations that have taken place in MPs’ communication practices in non-election periods, the contributors illuminate how social media is affecting MPs’ communication and examine the strains in the relationship between executives and legislatures that populist and nationalist parties exploit.

Facing Terrorism in France
From 2015, Europe was hit by a new wave of terrorist attacks, coordinated or supported by an international Islamist organization (ISIS) but sometimes also perpetrated by citizens of the targeted country: the attacks on Paris, Brussels, London, Manchester, Nice and Barcelona probably attracted most attention but the most dramatic were perpetrated in Paris, in January and November 2015. These events shook the foundations of French society not only because of their magnitude but also because of the symbolic nature of the targets. Whilst in January, the targets were carefully selected as emblematic of France (the satirical weekly Charlie Hebdo, the police forces, the Jewish community) and of European liberal values (journalists and cartoonists), in November the victims ordinary people enjoying music, sports and restaurants. The book offers a unique interdisciplinary investigation into the complex responses of French society: from the individual level (survivors of the Bataclan attack, emotional citizens paying homage to the victims, French Muslims) to the meso level of civic association and web communities, and the macro level of the State and public opinion.

The Deinstitutionalization of Western European Party Systems
This book offers a systematic and far-reaching account of party system institutionalization in Western Europe. Drawing upon a wide array of data and through a comparison of 20 countries from the end of WWII to 2019 across three arenas of party competition (electoral, parliamentary, and governmental ones), the empirical analysis shows that, over the past decade, the level of institutionalization in the Western European party systems has dramatically declined compared with previous decades. Electoral, parliamentary, and – in some cases – governmental instability and unpredictability have reached record-high levels. Although the impact of the 2008 Great Recession has certainly worked as a catalyst, this process of de-institutionalization has been mainly driven by long-term factors, such as cleavage decline and length of democratic experience. Moreover, its consequences are relevant not only for the relationship between parties and voters, but also for the very quality of democracy, asparty system deinstitutionalization causes a decline in the citizens’ satisfaction of the way democracy works and even an erosion of the ‘objective’ democratic standards. In a nutshell, Western Europe, once seen as the land of stability and the cradle of democracy, may have become the land of party system deinstitutionalization and incipient democratic backsliding.

The United States and Contemporary China-Russia Relations
China and Russia have grown progressively closer over the last two decades, yielding a China-Russia “axis” uniquely capable of challenging the United States and of revising key aspects of the international order. Although the scholarly literature has offered detailed descriptions and various ad hoc explanations of this trend, the Sino-Russian bilateral relationship has been the subject of very little scrutiny using rigorous theory, which has precluded the formation of logically coherent and empirically supported explanations for increasing China-Russia cooperation. East Asia and Iran Sanctions
This book explores how international sanctions on Iran reshaped the contours of East Asia’s interactions with the Middle Eastern state. Almost all East Asian political entities, from the industrialized and developed nations of Japan and South Korea, to the communist and developing countries of China and North Korea, have become major international partners of Iran over the past several decades. In addition, East Asian states were, by and large, thought to be among leading foreign beneficiaries of Iran sanctions, and the overall impacts of sanctions in transforming both the scope and size of their rather multifaceted connections to the Middle Eastern country have been consequential.
Despite its significance, academic studies about this topic have remained sparse and scattered. This book aims to partially fill that research lacuna by surveying all relevant information and data available in the archives of several languages, including Chinese, English, Japanese, Korean, and Persian. While the book strives to cover the entire sanctions period, most of the analysis focuses on the past one and a half decades, when Iran came under the severest sets of international sanctions. It was during this particular time period that international quandary over the Iranian nuclear program led to a slew of far-reaching penalties and stringent restrictions levied against Iranians by the United Nations and the United States. These recent waves of international sanctions and limitations transformed many quintessential characteristics of East Asia’s interactions with Iran. Such sanctions-induced critical developments and changes, moreover, are bound to play an instrumental role in the direction and volume of exchanges between East Asian states and Iran in the coming years and decades.

Policy advising is mostly learned on the job, like an apprenticeship. Jihadism in Scandinavia
This book is based on unprecedented interviews with active and former jihadists, even IS fighters. It focuses on the changing nature of jihad as a social phenomenon and how jihad changes jihadists. It argues that there are fascinating generational differences between jihadists’ ideas and behaviors. Moreover, it argues that jihad changes jihadists through socialization in jihadists groups. Indeed, radicalization continues in new forms after entering the conflict zone. Recognizing that jihadism is a complex social phenomenon and a discourse on religiously legitimized violence with deep roots in the history of Islam and Muslim societies, the book asks two simple questions. Why have some Muslims residing in the West taken up arms to enter the global battlefields of jihad? Have the motivations and experiences of different jihadists all been the same? To create a more coherent analysis than the article format allows, and to offer new insights, the author summarizes and further develops several years of research into jihadism. As gaining access to and conducting interviews—especially with active jihadists—often differs from standard interviews, much of the data were collected in a gray zone between more formal interviewing and ethnographic research. The empirical material, which is based on interviews with active and former jihadists, is unique. Moreover, the methodological reflections are unprecedented, and the project offers new analytical insights into jihadism with a focus on how jihadism and jihadists change.

The International Legal Order in Global Governance
The space occupied by international law in shaping political action is subject to continuing debate and controversy. Race, Popular Culture, and Far-right Extremism in the United States
This book analyzes key popular culture artifacts linked with United States’ far-right extremism to illustrate how extremists use various narrative strategies to legitimate their interests and goals and to justify violent actions. Recognizing these narrative strategies and how they are used partly explains the back and forth moves between mainstream politics and the far-right of ideas and issues that used to remain within far-right circles. The main objective of this book is to utilize theoretical approaches that centralize processes of racialization to analyze and explain how far-right extremists utilize recognizable narratives to mainstream and communicate their ideas. The book will illustrate processes by which racialized subjects are produced and violence justified. In order to do so, the book concentrates on popular culture as sources of how the far-right constitutes their identities and goals. It first develops a methodological plan to study popular culture artifacts that is drawn from scholarship on race and discourse analysis in International Relations (IR). It then analyzes far-right use of key popular culture artifacts, such as magazines, memes, and manifestos, to note how extremist identities and interests are produced, publicly communicated, and mainstreamed. Donald Trump and the Branding of the American Presidency

Transferring Asylum Norms to EU Neighbours
This book analyses why the Ukrainian state established asylum laws and policies in the thirty years since 1991, even though the number of asylum seekers was very low. International and non-governmental organisations transferred international asylum norms to Ukraine. Various state and non-state actors participated in this process, translating, spreading, and resisting those norms. In many cases, legislative adoption was driven by domestic politicians’ pursuit of recognition by international organisations, such as the European Union and the Council of Europe, and by their desire to meet conditionality requirements. NGOs sought to influence administrative practices, alternating between confrontational and conciliatory, formal and informal approaches, and often relying on personal contacts. Actors used and shifted between scales in order to transfer norms or resist transfer. In the process, they produced, renegotiated, and confirmed those scales. For instance, NGOs resorting to the European Court of Human Rights to prevent refoulement placed the European scale above the national scale. This book offers a new multi-actor and multi-scalar analysis of policy transfer.

For this purpose, it presents a new conceptual tool, the conflict-cooperation perpetuum, in order to explain why the same players, in this case the EU, Russia and Turkey, may choose to simultaneously perceive each other as security threats and trade partners, engaging in both conflict and cooperation simultaneously with the same ‘Other’. Those measures are not a license for authoritarian rule, but they must conform to legal standards of necessity, reasonableness, and proportionality that limit state action in ways appropriate to the maintenance of the rule of law in the context of a public health emergency.

Securitization and Democracy in Eurasia
This open-access book presents cutting-edge research on securitization and democratic development in the OSCE Region. Gathering contributions by practitioners and researchers from various disciplines, it presents case studies and highlights recent activities of proactive engagement in democratic institution-building and responding to security threats from the Balkans to Central Asia. Truth and Revolution in Marx's Critique of Society
This book deals with a central aspect of Marx’s critique of society that is usually not examined further since it is taken as a matter of course: its scientific claim of being true. But what concept of truth underlies his way of reasoning which attempts to comprehend the social and political circumstances in terms of the possibility of their practical upheaval? In three studies focusing specifically on the development of Marx’s scientific critique of capitalist society, his journalistic commentaries on European politics, and his reflections on the organisation of revolutionary subjectivity, the authors carve out the immanent relation between the scientifically substantiated claim to truth and the revolutionary perspective in Marxʼs writings. They argue that Marx does not grasp the world ‘as it is’ but conceives it as an inverted state which cannot remain what it is but generates the means by which it can eventually be overcome. This is not something to be taken lightly: Such a concept has theoretical, political and even violent consequences—consequences that nevertheless derive neither from a subjective error nor a contamination of an otherwise ‘pure’ science. By analyzing Marx’s concept of truth the authors also attempt to shed light on a pivotal problematique of any modern critique of society that raises a reasoned claim of being true.

This book provides a pre-history of Russia's war on Ukraine and Europe’s relations to it, illuminating the deep roots of the EU’s neighbourhood crisis as well as the migration crises the Union created in the last decade. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscapes to guide research, analysis, and interpretation. Drawing on the author’s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research.

The Politicization of Social Divisions in Post-War Poland
The monograph examines the sources of Polish social divisions. It explains their emergence and discusses the mechanisms behind their evolution from 1945-2022. The findings corroborate the idea that divisions were formed irrespective of the current state of social hierarchy, or the accepted interpretation of justice, and that they existed both in totalitarian and democratic systems alike. The book distinguishes the category of divisions from the practices of repartition, and demonstrates that the repartitions discussed in a political discourse do not generate divisions, but constitute the politicization of the latter. Repartitions are understood as discursive, dichotomic juxtapositions that result from the existence of divisions and can be used as political tools. It has been demonstrated that they can also function as analytical categories used with a view to determining the state of social inequalities. The notions of divisions and repartitions discussed in this volume confirm theexistence of the continuity of changes and describe the evolution of Polish society has a consequence.

The Political Economy of Emerging Markets and Alternative Development Paths
This volume is the continuation of our research on economic and developmental policy-making in the global semi-periphery in the post-crisis cycle (see our two recently published volumes titled ‘Market-Liberalism and Economic Patriotism in Capitalist Systems’ edited by Gerőcs and Szanyi, 2019, Palgrave Macmillan and ‘The Post-Crisis Developmental State – Perspectives from the Global Periphery’ edited by Gerőcs and Ricz, 2021). Our new volume aims to be a contribution to the analysis of emerging market economies’ alternative development trajectories, as we explore the new perspectives on semi-peripheral dependent development since the Global Financial Crisis and especially amidst the new global pandemic, the COVID-19.
The scope of comparative capitalism research has also been altered accordingly to include the analysis of emerging economies outside the core of the world system, and to make intertemporal comparisons possible (such as to define and characterise historical wavesof state capitalism). Still, we are convinced that to better understand the current wave of state capitalism and to explore its national varieties there is a need to critically reconsider existing theoretical approaches and methodologies, and to search for new ones, if necessary.
This book aims to be a contribution to the analysis of emerging market economies' alternative development trajectories and explores new perspectives on semi-peripheral dependent development, especially amidst COVID-19.

Global Crisis
The book develops a novel framework for the analysis of global crises. It differentiates crises on three dimensions: permanent, recurring and ephemeral crises. This conceptualization allows us to analyze global crises not only in their immediate environment, but makes it possible to understand them in the broader context of social instability. The approach revolves around the terminology of discursive dislocation which provides fundamental insights into diverse forms of social instability. A multidimensional conceptualization of dislocation is advanced which informs the differentiation of global crises. Furthermore, a methodological toolkit is developed and tailored to the theoretical framework, which makes it possible to utilize the book both theoretically and methodologically for the analysis of manifold forms of global crises. The book also provides a comprehensive analysis of the Covid-19 pandemic in the United States under Donald Trump. Making use of the aforementioned methodology, it presents a hands-on illustration of how the multidimensional framework can be utilized for practical analyses. The analysis reveals how the construction of the Covid-19 pandemic is embedded in the historically ingrained self-portrayal of the United States, and how crisis responses are invoked to serve particular socio-political purposes in retaining an established vision of the United States.

Marx’s Theory of Value in Chapter 1 of Capital
Chapter 1 is the most important chapter in Capital, as well as the most difficult and the most controversial. An influential interpretation of Chapter 1 in recent decades has been the so-called “value-form interpretation” of Marx’s theory in general and Chapter 1 in particular. The most important proponent of the value-form interpretation today, both in Germany and in the English-speaking world, is Michael Heinrich, and Heinrich’s work has emphasized the first chapter. Heinrich’s latest book in English is a detailed commentary of the first seven chapters of Volume 1 of Capital. The publication of an English translation of Heinrich’s book is an important event in Marxian scholarship and it is important to critically engage with this important book in order to advance our understanding of this critical foundational chapter. This book emphasizes the quantitative issue of whether the magnitude of value and socially necessary labour-timeare determined in production or also depend on exchange and demand, which has been the main issue in the controversy over the value-form interpretation.

Failed Peacemaking
Spoilers and tactical blockages to peace have connected across local, national, regional and international scales, highlighting ideological divisions. Drawing on counter-revolutionary theory, the concept of counter-peace is used as a tool to critically interrogate a systemic array of blockages to peace. Distinct counter-peace patterns are now entangled in peace and reform processes, including the stalemate pattern, the limited counter-peace, and the unmitigated counter-peace patterns. Across cases, once tactical blockages begin to form these patterns, they become systemic and ultimately enable conflict escalation. Consequently, the intimate entanglement of the existing international peace architecture with counter-peace processes points to ideological divisions in international order, as well as the growing gulf between diminished practices of peace and reform with critical scholarship on peace, justice, and sustainability.

Early Voting’s Impact on US Local Elections
Voter turnout in local elections is paradoxical. It is where government is closest to those governed and where many first become politically active; yet, it is also where political participation in the form of voting is the lowest. If high participation is an indicator of a healthy democracy, then what can be done to increase participation at the local level? Early voting has long been perceived to increase voter turnout, and there is evidence to suggest that early voting does have an impact on turnout. A majority of early voting scholarship, however, focuses on turnout at the national or state level. What is not clear is how early voting influences turnout at the local level. In the wake of partisan controversy surrounding early voting policies and the reduction of early voting periods in many states, it is important to understand the impact of such policies on all types of elections. Localities are the bedrock of American democracy. Understanding what factors could increase turnout at the local level—where it is devastatingly low—provides valuable insight on local participation, election administration, and early voting laws for scholars and decision-makers alike.

The Republic of Turkey celebrates the centenary of its proclamation in 2023. Founded on the ruins of the Ottoman Empire, one of the world’s greatest empires both in terms of its geographical extent and its longevity, Republican Turkey has gone through a century of profound and constant changes and transformations from politics to society, economy to religion, or culture to history. These changes have been produced by inner and foreign policies carried out and implemented by the country’s leaders – from Atatürk, the founder of modern Turkey to Recep Tayyip Erdoğan, the current Turkish President in 2023 - but also under the influence of the regional and international context. This collective work aims to take stock of the great achievements of the Turkish republican project. It attempts to draw a general presentation of the evolution of contemporary Turkey in six main areas which constitute six major issues for the country: the general political evolution of Turkey focusing on the issue of citizenship; the transformations in the Turkish economy through a political economy analysis; the evolution of the relationship between religion, state and society; Turkey’s nation-building and the Kurdish question, which still seeks a solution; the changes in Turkish foreign policy focusing on the relationship between Turkey and the West; the relationship between Turkey and Europe, caught between the model of civilization for the republican regime and the prospects of accession to the European Union. Border-Marxisms and Historical Materialism
This book engages with the diverse traditions within non-Western Marxisms, as they emerge across the Global South, positioning itself against calls for a “pure” Marxism. The author views Marxism as a conceptual “field,” similar to electromagnetic or gravitational fields, where bodies and objects impact other bodies and objects without necessarily coming in contact with them. So too, in the “field” of Marxism, people behave in specific ways and deploy languages and concepts with their own specific inflections and accents. While rejecting the view of Marxism as an inherently European and fully-formed doctrine that is corrupted by contact with alien contexts, Nigam simultaneously acknowledges the residual force of certain elements of the theory and the gravitational pull that the authoritative figures continue to have on the evolution of the field in non-Western contexts. He argues that since a large part of Marxism’s earthly journey was undertaken in the Global South, it is that experience that needs to be rendered legible, by setting aside the conceptual lens of Western Marxism that repeatedly misreads such experience. Ultimately, the book invites a fruitful and challenging re-examination of a variety of phenomena arising from the contemporaneous co-existence of pre-capitalist and capitalist social relations that have been an inextricable part of the majority of the world—what the author terms “untimely encounters.”

City Diplomacy and the Europeanisation of Local Government
This book assesses the processes and outcomes of international urban networks in Europe from 2007 to the present day. Focusing on Greece in particular, it examines 162 municipalities involved in more than 240 European city networks to shed light on the various factors that affect cities’ capacities to act as international actors. Identity Discourses and Canadian Foreign Policy in the War on Terror
This book examines how popular narratives of Canadian identity became implicated in Canada’s foreign policy in the Global War on Terror. McDonald argues that Canada’s decisions to join the 2001 Afghanistan War yet abstain from the 2003 Iraq War became politically possible because parliamentarians linked these policies to similar narratives of an enduring Canadian identity - even while re-imagining their meanings. These decisions are explored through politicians’ mobilization of three discourses: Canada as America’s neighbour, Canada as protector of foreign civilians, and Canada as a champion of multilateralism. This book challenges conceptions of national identity as entirely stable or fluid and contests predominant arguments that downplay the role of identity discourses in Canadian foreign policy. The relevance of these narratives is assessed by exploring the rhetoric of Canadian foreign policy in light of contemporary international challenges, including the Donald Trump presidency, the COVID-19 pandemic, and Russia’s War on Ukraine.

Japan’s Rush to the Pacific War
This book investigates the phenomenon of overbalancing through an analysis of Japan’s foreign policy during the interbellum. In the mid-1930s, Japan withdrew from a naval arms control framework that had restrained military buildup on both sides of the Pacific Ocean since the early 1920s. By doing so, Japan not only triggered a naval arms race with the United States that exhausted its economy, it also destroyed the last institutionalized structure regulating the relationship between the two Pacific powers. Japan and the United States became caught in a spiral of tensions that culminated with the attack on Pearl Harbor in December 1941. Puzzling is the fact that the international environment in the Asia-Pacific was relatively stable in the mid-1930s, while Washington was pursuing a policy of accommodation toward Tokyo. By rejecting arms control and engaging in unfettered naval expansion, Japan overbalanced against the United States and began its rush to the Pacific War.
The book explains Japan’s overbalancing with a neoclassical realist model that combines the literatures on threat perception and civil-military relations. Amid the Manchurian crisis of 1931-1933, as the Japanese government collaborated with the military institution to address the situation in China, military influence on the formulation of foreign policy surged. The perceptual and policy biases of the military, which include the tendency to distrust other countries’ intentions, to adopt worst-case analyses of international dynamics and to strive to maximize military power, gradually penetrated the decision-making process. Dysfunctions in the preexisting structure of Japanese civil-military relations, engendered by an over-depoliticization of the military institution, allowed the navy to convince policymakers that the United States was inherently hostile to Japan, hence the necessity to prepare for war. The Politics of U.S. Foreign Policy and NATO
This book argues that domestic politics and political pressures determine the extent of the U.S. role in the North Atlantic Treaty Organization (NATO) from the emergence of containment strategy against the Soviet Union to the Russian war in Ukraine. NATO has evolved in the domestic politics of U.S. foreign policy from a conventional military alliance to contain the Soviet Union during the Cold War to an important instrument in the competition against China and Russia. This book examines American domestic political implications of U.S. security commitments to NATO. It adopts a historical approach and places the U.S. foreign policy toward NATO on the domestic level of analysis by highlighting domestic political determinants in the foreign policymaking process. It also highlights the connections between the Biden Administration’s definition of a struggle between democracy and autocracy and the state of American democracy following the January 6th insurrection by far-right Trump extremists. U.S. These include the evolution of American attitudes towards NATO, societal and economic factors, and entrenched bureaucratic interests shaping U.S. foreign policy. The Dialectics of Liberation in Dark Times
This book develops Marcuse’s critique of advanced industrial society and deploys it as a lens to critically analyze contemporary neoliberalism and its structural failures. In the chapters, Marcuse scholars explore three related topics: First, Marcuse’s theory as it applies to the relationship between neoliberalism and authoritarianism, including both the historical relationship between the two and the modern re-emergence of authoritarianism and nationalism in neoliberal states today. World of the Third and Hegemonic Capital
This book brings together Marxian philosophy and Lacanian psychoanalysis to argue that the hegemonic form of global capital is founded on the foreclosure of class and world of the third. The authors counterpose the world of the third to the mainstream notion of the third world, seen as a lacking other in desperate need of aid and development. Thus, for them, the hegemonic form of global capital is engendered through the foregrounding of the poor, victim third world and the foreclosure of the non-capitalist world of the third. The American gun control debate is best understood as a battle in a war over the influence of individualism on American culture, politics, and policy. This book demonstrates that the gun debate is fundamentally about values. Specifically, it is about what we value most: private rights, or the public good. This helps explain why the technical, empirical, or legalistic arguments we hear aren’t persuasive. A review of scholarly literature on both the politics of gun control and American political culture finds an American bias toward an individualism that embraces personal rights. We argue that this bias stacks the deck against gun control. Interviews we conducted with activists show that support for, or opposition to, gun control is linked to concern for the public, or private, good. Finally, we trace the federal gun control debate in Washington from the 1960s to 2010s to show the ebbs and flows of individualism’s influence.

The ill-planned transition in the 1990s from planned economy to market economy resulted in a sharp decline in national production; however, Russian economic growth was evident in the 2000s and 2010s. Osipian here analyses whether Russia has potential to achieve sustainable economic growth, filling a gap between the continuous presence of volatile economic growth in Russia and the lack of scholarly literature in the field. This book considers Russia’s economic transition within the set of early, modern, classical, exogenous, and endogenous theories of economic growth. At the same time, this book considers the phenomenon of sustainable economic growth in the context of the post-Soviet transition. Such a contextualization allows for finding and highlighting certain features and processes within economic transition that were earlier neglected by the scholars, including primarily the possibility of not only recovering after economic and financial crises, but also initiating sustainable economic growth. It identifies the place and role of human capital in economic growth within the market-type post-transitional Russian economy and concludes that human capital accumulation is key for sustainable economic growth.

The Informal Powers of Western European Presidents
The book explores how weak presidents directly or indirectly elected can still play a crucial role in the political arena. Weak presidents have been distinguished from strong ones by relying on the evaluation of the powers they display according to the constitution. Six Western European countries are analysed: Germany and Italy which present a consistent constitutional design (as weak presidents are elected indirectly), and Austria, Ireland, Finland and Portugal that present inconsistent constitutional design (as weak presidents are elected directly). In contrast to much of the existing comparative works on presidential powers and activism, the book emphasises the role and the use of informal powers beyond that of formal ones. In particular, a definition and a typology of informal powers are provided as well as an empirical investigation on informal presidential activism. The positive outcome of presidential informal interventions are studied by relying on an interactionist approachwhich combines presidency-centred as well as president centred-explanations. The book argues that when dealing with informal presidential activism the opportunity structure matters but presidential public support matters even more.
